Amends the Child Protection Law (1975 PA 238) to modify Section 7 regarding access to confidential child protection records maintained in the statewide electronic central registry.

Expands access to confidential reports and documents to include courts that had jurisdiction over a child under the probate code, specifically when a child's death occurs and the court previously had jurisdiction over that child.

Maintains confidentiality protections by restricting information disclosure to authorized entities including child protective agencies, law enforcement, physicians, courts, grand juries, researchers, and child fatality review teams.

Requires the department to notify individuals named as perpetrators of child abuse or neglect within 30 days of classification as a central registry case, informing them of their right to request record expunction and appeal denied requests.

Provides procedures for amendment and expunction of inaccurate or unsubstantiated reports from the central registry through department review or administrative hearing before a hearing officer.
