Removes mandatory deadline of January 1, 1999 for counties to establish child fatality review teams and makes such teams optional rather than required.

Maintains required membership of county child fatality review teams including medical examiner, law enforcement representative, department representative, county prosecutor, health department representative, and local court representative.

Corrects reference from 1963 PA 181 to 1953 PA 181 for county medical examiner appointment authority.

Removes mandatory deadline of January 1, 1998 for establishing a multiagency advisory committee and changes "family independence agency" to "department" in advisory committee membership.

Adds new subsection (6) requiring citizen review panels to review child fatalities involving abuse or neglect allegations for children under court jurisdiction at time of death or within 12 months preceding death.

Requires advisory committee to publish annual reports on child fatalities by county/county groups, with reports becoming public 60-90 days after transmittal to the department, and to send copies to governor and relevant legislative committees.
