Requires vehicles with obstructed rear window visibility to be equipped with two outside rearview mirrors, one on each side, adjusted to provide clear highway view

Exempts certain applications including draperies on rear windows with dual mirrors, nonreflective tinted glass, medical window treatments prescribed by physician or optometrist with documentation, and out-of-state registered vehicles

Mandates windshield wipers on all motor vehicles maintained in good working order, with enhanced wiper requirements for trucks over 10,000 pounds, truck tractors, buses, and hazardous material carriers
