Amends Michigan's Natural Resources and Environmental Protection Act to establish definitions for "genetically engineered" organisms, "introduce" (knowingly stocking or releasing organisms), and "recombinant nucleic acid techniques"

Creates a list of 13 prohibited aquatic plant species (including hydrilla, water chestnut, and fanwort) and prohibits introduction of hybrids or genetically engineered variants or their propagules

Prohibits introduction of specified bird species (Eurasian collared dove), crustacean species (rusty crayfish), 13 fish species (including bighead carp, grass carp, and snakeheads), 2 insect species (Asian longhorned beetle and emerald ash borer), nutria, and 6 mollusk species

Designates 5 aquatic plant species and 2 mollusk species (zebra and quagga mussels) as restricted rather than prohibited, with exceptions for certain sterile purple loosestrife cultivars approved by the state agriculture director

Takes effect 90 days after enactment (September 21, 2009) contingent on passage of House Bill 4579; repeals section 41321 of the 1994 act
