Allows public officers and employees to serve on governing boards of institutions of higher education, but prohibits simultaneous membership on boards of more than one higher education institution or serving as both an employee and board member at the same institution.

Permits school board members to serve as superintendents in different school districts, and allows public officers and employees of local governments to serve on boards of tax increment finance authorities, downtown development authorities, brownfield authorities, housing commissions, and similar development entities.

Authorizes public officers and employees in municipalities under 25,000 population to serve as emergency medical services personnel or non-full-time firefighters without violating ethics rules, and allows governing bodies to authorize additional services.

Allows school board members to volunteer as coaches or supervisors without compensation if they abstain from voting on related matters, no qualified applicant is available, and a criminal history check has been completed.

Preserves existing conflict of interest prohibitions and does not override other statutory or constitutional qualifications for holding public office.
