Requires applicants seeking transportation economic development fund financing beginning July 1, 2009 to certify in writing that they will not knowingly hire or contract with businesses that employ individuals not authorized to work in the United States.

Requires applicants to certify in writing compliance with 1965 PA 166 (Michigan prevailing wage law, MCL 408.551-408.558) when applicable to fund usage.

Mandates applicants make good faith efforts to employ qualified Michigan residents, contract with Michigan residents and firms for construction and development, and utilize Michigan-based suppliers and vendors.

Establishes remedy provisions including potential ineligibility for future financing and requirement to repay benefits if applicant violates the hiring authorization or prevailing wage requirements.

Requires annual reporting by December 31 to the governor, Michigan Strategic Fund board, and legislative committees on projects funded, jobs created, Michigan resident employment numbers, and details of good faith hiring and contracting efforts.
