Amends the Management and Budget Act to modify state construction contract requirements for work on state buildings and property.

Changes the residency requirement for workers on state construction projects from 50% to 100% Michigan residents with at least 1 year of prior state residency.

Allows the percentage requirement to be reduced or omitted if qualified Michigan residents are unavailable or if federal law or regulations require different terms for federally-funded projects.

Designates breach of the residency clause as a material breach of contract.

Exempts employers who are signatories to collective bargaining agreements that allow for interstate portability of employees.
