Prohibits municipalities from issuing industrial development revenue bonds beginning July 1, 2009, unless applicants provide written statements that they will not knowingly hire or contract with businesses that employ individuals not authorized to work in the United States.

Requires written applicant statements that they will not violate prevailing wage provisions under 1965 PA 166 (MCL 408.551 to 408.558) in construction, improvement, or financing of industrial buildings.

Mandates applicants make good faith efforts to employ qualified Michigan residents, contract with Michigan residents and firms for construction, and utilize Michigan-based suppliers and vendors for goods and services.

Establishes remedy provisions including revocation of industrial facilities exemption certificates and potential repayment of benefits if applicants violate the employment or wage requirements.

Requires municipalities to report annually to the Michigan Strategic Fund board by February 1 on Michigan resident employment numbers, total new jobs created, and details of applicants' good faith efforts under the program.
