Criminalizes installing, placing, or causing installation of a tracking device on a motor vehicle without the owner's or lessee's knowledge and consent as a misdemeanor punishable by up to 1 year imprisonment or $1,000 fine.

Criminalizes tracking a motor vehicle's location with a tracking device without knowledge and consent of the owner or authorized operator.

Criminalizes tracking vehicles operated by individuals protected under protective orders or by crime victims and their family members while on probation or parole for assaultive crimes.

Exempts tracking devices used for navigation, emergency assistance, missing vehicle assistance, diagnostics, parent monitoring of minor children, and lawful use by police officers, court officers, bail agents, and licensed professional investigators.

Makes persons who illegally install or use tracking devices liable for all damages incurred by the vehicle owner or lessee, effective August 1, 2010.
