Amends the Michigan Strategic Fund Act by adding sections 79e, 79f, and 79g to establish an ombudsman office with investigative powers.

Requires all state departments, agencies, and political subdivisions to provide the ombudsman free access to personnel, books, records, and documents related to complaint investigations, except information protected under the Freedom of Information Act.

Prohibits interference with the ombudsman's duties and bars state departments or agencies from discriminating against persons who file complaints with the office.

Authorizes the ombudsman to issue conclusions and recommendations to investigated departments or agencies and, after a reasonable period, to report findings to the legislature, governor, grand jury, or public if agencies do not comply.

Requires confidentiality of business information obtained by the office to the extent authorized under the Freedom of Information Act, including protections for trade secrets and commercial information.

Bill takes effect only if Senate Bill No. 2 of the 95th Legislature is enacted into law.
