Amends the Special Tools Lien Act to revise when a special tool builder's lien attaches, changing from receipt of notice to when the special tool is delivered to the customer or end user.

Removes the requirement for special tool builders to permanently record their name, street address, city, and state on every special tool they fabricate, repair, or modify.

Allows special tool builders to retain liens on special tools even when not in physical possession of the tools.

Establishes lien priority based on the order of attachment, with the first lien to attach having priority over subsequent liens.

Declares void and unenforceable any contract provisions that waive a special tool builder's lien rights or require application of another state's law instead of Michigan's Special Tools Lien Act provisions.

Bill effectiveness is conditioned on enactment of House Bill No. 4356 and House Bill No. 4357.
