Allows unregistered voters to apply for registration at county/city/township clerk offices, state department offices, or designated voter registration agencies during regular business hours.

Permits mail registration applications to be requested from and submitted to the Secretary of State, local clerks, or designated voter registration agencies.

Requires the Secretary of State to develop and implement an electronic voter registration system on the state website by December 31, 2009, with applications accepted beginning January 1, 2010.

Applicants submitting electronic registrations must attest to the accuracy of information, consent to use of their digitized signature on file with the Secretary of State, and sign electronically.

Applicants without a state ID card or driver's license must have their electronic registration treated as a mail registration and comply with existing mail registration requirements; Secretary of State may implement additional security measures for electronic submissions.
