Requires persons processing voter registration applications submitted in person at state department offices, designated voter registration agencies, or county clerk offices to validate applications and issue receipts to applicants.

Requires persons processing electronically submitted applications under section 509v to validate applications and issue receipts in the manner prescribed by the secretary of state.

Establishes transmission timelines: applications must be forwarded to the appropriate county, city, or township clerk within 7 days of receipt, or within 1 business day if submitted within 7 days before the close of registration for a federal election.

Authorizes the secretary of state to compensate county clerks from appropriated funds for costs of forwarding voter registration applications to the proper city or township clerk.

Adds electronic submission of voter registration applications as a method for applications to be considered timely received if submitted on or before the close of registration.

This bill's effectiveness is contingent upon Senate Bill 317 of the 95th Legislature being enacted into law.
