Expands the definition of "public playground equipment" to include flagpoles, in addition to slides, climbers, seesaws, and swings.

Requires local units of government, school districts, and governmental entities that own and operate public playground equipment to maintain, repair, and upkeep such equipment according to standards identified in the act.

Specifies that any replacement flagpoles must be made of aluminum or industry-recognized high strength and lightweight material.

Applies safety standards to pre-existing playground equipment only to the extent possible without requiring substantial alteration, removal, or replacement of the existing equipment.
