Allows active duty service members to terminate wireless telecommunications contracts without early termination fees if transferred or deployed overseas for 179 days or more to an area without their provider's coverage.

Service member must provide the wireless provider with certified written notice, copies of military or gubernatorial orders, and return any non-owned equipment within 30 days to effectuate termination.

Service members remain responsible for all usage charges incurred before contract termination.

Attorney General may impose civil fines of up to $2,000 per violation on wireless providers, with recovered funds deposited into the military family relief fund.

Does not apply to prepaid wireless telecommunications services or vehicle-installed telecommunications devices.
