Department must develop and operate a free, publicly accessible searchable website by October 1, 2010, containing fiscal year-to-date expenditures by department and category, active employee counts by department and job classification, and state contracts with funding agency, vendor name, category code, contract amount, description, and hyperlinks.

Website must include the executive budget, comprehensive annual financial report, constitutional revenue limit report, constitutional local spending requirements report, annual work projects reports, detailed financial schedules, monthly financial reports, annual workforce report, and job specifications with wage rates.

Beginning October 1, 2011, website must add a listing of fiscal year-to-date payments displayable by vendor, including funding agency, vendor name, payment date, payment amount, and payment description.

When Michigan's centralized accounting system (Michigan Administrative Information Network) is replaced, the new website must include additional information on state fund expenditures: entity name and location, amount of funds, type of transaction, funding agency, budget source, and purpose description.

Disclosure does not require information deemed confidential under state or federal law; "expenditure of state funds" includes state purchases, contracts and subcontracts, and grants using appropriated or nonappropriated funds.
