Allows motor vehicle registration applicants to voluntarily pay a $10.00 annual recreation passport fee ($5.00 for motorcycles) for unlimited entry to Michigan state parks, recreation areas, and DNR-operated boating access sites.

Registration applications must include checkbox options for applicants to elect or decline the recreation passport fee; applicants paying the fee amount by mail are automatically considered to have elected to pay it.

Secretary of State transfers recreation passport fee revenue monthly to the Department of Natural Resources and Environment for deposit into the state park fund.

Starting in fiscal year 2011-2012, the State Treasurer shall annually adjust fee amounts to reflect cumulative changes in the consumer price index, rounded to the nearest dollar.

Section automatically repeals effective April 1, 2014 unless recreation passport fee revenue (minus secretary of state appropriations) equals or exceeds $12,017,514.00 during at least one fiscal year ending September 30, 2011-2013.
