Removes requirement for students graduating in or after 2010-2011 to complete at least 3 credits each in mathematics and social science, and 3 credits in science to qualify for Michigan Promise Grants under section 6.

Simplifies eligibility for section 6 grants to require only that students received qualifying scores on all five components (reading, writing, mathematics, science, and social studies) of the state assessment test.

Maintains existing eligibility requirements including Michigan residency, high school graduation, taking the state assessment test, enrollment in approved postsecondary institution within 2 years, and no prior receipt of Michigan Promise Grants or Michigan Merit Award Scholarships.

Preserves the 2-year enrollment deadline with an extension for students who serve in United States armed forces or Peace Corps during that period.
