Prohibits drivers from reading, writing, or sending text messages on wireless 2-way communication devices held in hand or lap while operating a moving motor vehicle on Michigan highways or streets.

Exempts global positioning and navigation systems affixed to vehicles from the texting prohibition.

Allows hands-free device use and permits communication devices for reporting traffic accidents, medical emergencies, serious road hazards, personal safety threats, criminal acts, or official duties by law enforcement and emergency personnel.

Limits enforcement to secondary action only when a driver has been detained for violating another section of the vehicle code.

Preempts local ordinances regulating communication device use while driving, though municipalities may adopt ordinances substantially corresponding to this section.
