Amends the Mental Health Code to allow the department to establish geographical service districts defining areas served by mental health facilities and for contracting with community mental health services programs.

Requires the department to provide the legislature with a 2-year plan and timetable by September 30, 2010, to consolidate community mental health services programs from their current number down to 18 programs.

Mandates that beginning October 1, 2012, the department shall contract with no more than 18 community mental health services programs.

Requires the 2-year consolidation plan to include strategies ensuring local citizen input and involvement in multicounty community mental health services programs.

Specifies that contracts with consolidated programs must address responsibility for services and populations covered and not covered under the Medicaid program.
