Adds small distiller license class allowing distillers producing less than 60,000 gallons of spirits annually to sell spirits to consumers at retail for on-premise or off-premise consumption at the distillery.

Permits brandy manufacturers and small distillers to conduct off-site brandy and spirits tastings at approved locations for a $100 fee per location, with tasting hours restricted to 7 a.m.-2 a.m. Monday-Saturday and 12 noon-2 a.m. Sunday.

Allows small distillers to sell their manufactured spirits brands for consumption on the distillery's licensed premises.

Authorizes small distillers to conduct samplings or tastings of their brands on either licensed premises or at off-site tasting facilities operated by the distiller.

Permits brandy manufacturers and small distillers to sell spirits in restaurants they own or operate under commission-approved agreements at uniform prices established by the commission.
