Allows Michigan colleges and universities to obtain alcoholic liquor licenses for conference centers without regard to quota provisions, limited to regularly scheduled conference center activities only.

Permits private entities to obtain licenses for alcohol sales at hotels on Central Michigan University land within designated industrial, research, or commercial development parks, provided land is leased at fair market value.

Permits private entities to obtain licenses for alcohol sales at restaurants on Wayne State University land within designated industrial, research, or commercial development areas, provided land is leased at fair market value.

Establishes that all licenses under this section are nontransferable and subject to standard licensing fees under section 525.

Designates 23 specific university buildings and facilities as conference centers eligible for alcohol licenses, including centers at Eastern Michigan University, Wayne State University, Michigan State University, and other state institutions.
