Authorizes police officers, peace officers, and state transportation department agents to require drivers to stop and submit to vehicle weighing using approved scales to determine if weight violates legal limits.

Establishes civil fine schedule for overweight vehicles based on excess load: 3 cents per pound for 1,000-2,000 pounds excess; 6 cents for 2,000-3,000 pounds; 9 cents for 3,000-4,000 pounds; 12 cents for 4,000-5,000 pounds; 15 cents for 5,000-10,000 pounds; and 20 cents per pound for excess over 10,000 pounds.

Imposes $200 per axle misload fine (maximum 3 axles) when vehicle would be legal with proper load distribution but individual axles exceed maximum by 4,000 pounds or less.

Permits judges or magistrates to impound vehicles when drivers cannot satisfy the court they will pay civil fines and costs, with liens placed on vehicles and unpaid judgments referred to prosecuting attorneys for foreclosure after 90 days.

Makes it a misdemeanor to fail to stop at weighing stations, dump loads to avoid weighing, or refuse to stop for weighing by authorized officers; punishable by up to 90 days imprisonment or $100 fine or both.
