Department must approve or deny permit applications by the processing deadline, extendable by up to 20% if applicant requests.

If department fails to meet processing deadline, must pay applicant 50% of the greater of: application fee or first periodic assessment/fee charged for the permit.

Permits required by sections 11509, 11512, or 30304 are deemed approved if department fails to meet processing deadline, and department must notify appropriations committees of failures.

Applicants may hire licensed professional engineers to review permit applications or remedial/corrective action plans, with department required to process within 21 days of receiving engineer's findings; failure to meet deadline results in automatic approval.

Department must submit annual reports to legislature detailing permit application statistics including number received, approved, denied, processed on time, and amounts paid to applicants for missed deadlines.
