Exempts inspections conducted in response to third-party complaints, inspections based on evidence of violations, and follow-up inspections to verify correction of previously identified violations from the stratified random sampling requirement.

Mandates annual reporting to the legislature on compliance methods, total number of routine and non-routine inspections performed, and inspection locations.

Defines "stratified random sampling process" as dividing the subject population into distinct subgroups based on important characteristics, then randomly selecting samples from each subgroup proportional to the subgroup's size, ensuring equal selection chances within each subgroup.
