Prohibits automobile insurers and their affiliates from owning or acquiring ownership interests in motor vehicle repair facilities, effective upon the bill's enactment.

Requires insurers with existing repair facility ownership interests to divest all such interests by December 31, 2010.

Mandates insurers with repair facility interests post prominent notices (18-point font minimum) at customer entrances stating the insurer's ownership and that customers may seek repairs elsewhere.

Requires insurers to notify policyholders in writing at policy delivery or renewal of any ownership interests in repair facilities and their right to choose their own repair facility.

Requires insurers to verbally notify insureds when claims are filed of the insurer's ownership interests and the insured's right to select any repair facility, and prohibits insurers from developing preferred repair facility lists.
