Amends the Michigan Vehicle Code to clarify graduated driver licensing requirements for operators and chauffeurs age 17 and younger, effective July 1, 2003.

Level 1 graduated licensing requires applicants age 14 years 9 months or older to pass vision/health tests, complete segment 1 of driver education with minimum 6 hours on-the-road instruction, and obtain parental written approval; restricts operation to accompaniment by licensed parent/guardian or licensed driver 21+ for minimum 6 months.

Level 2 graduated licensing requires minimum 6 months at Level 1, completion of segment 2 driver education, no moving violations in preceding 90 days, minimum 50 hours behind-the-wheel experience (including 10 nighttime hours), and passage of approved driving skills test; applicants must be 16 years or older and remain at Level 2 for minimum 6 months.

Level 2 licensees prohibited from operating vehicles between 12 midnight and 5 a.m. unless accompanied by parent/guardian or designated licensed driver over 21, except when going to/from employment, and may transport maximum 1 passenger under 18 years old (other than immediate family) with specified exceptions for school transportation.

Provisional periods extend if licensee incurs moving violations, accidents with moving violations, license suspensions, or violations of restrictions; Level 1 period extends until 90 consecutive violation-free days or age 18, Level 2 period extends until 12 consecutive violation-free months or age 18.
