Changes "shall be" to "is" in eligibility language and updates references from "the conversion date prescribed in section 75" to "October 1, 2000" for benefit year eligibility requirements.

Adds new subsection (6) effective for benefit years beginning after January 1, 2011, allowing individuals whose base period includes majority part-time work to receive benefits while available for or seeking only part-time work or refusing full-time work offers.

Defines "part-time work" as less than 40 hours per week during base period, and 16-40 hours per week during benefit year that is comparable to hours in majority of base period weeks.

Clarifies that subsection (6) does not remove disqualification under section 29(1) for individuals who voluntarily leave part-time work.

Makes technical corrections to language, including replacing "shall" with "is," "where" with "if," and updating citations to federal law (U.S.C. to USC).
