Establishes normal loading maximums on designated highways where bridges and road surfaces are adequate, permitting tandem axle assemblies to carry up to 16,000 pounds per axle under specific spacing conditions.

Allows vehicles transporting agricultural commodities to exceed normal load restrictions when notifying county road commissions at least 48 hours before pickup or delivery, with permits containing designated routes, time periods, and speed limits.

Authorizes public utility vehicles owned or operated under Michigan Public Service Commission jurisdiction to operate above weight restrictions for emergency and nonemergency work, subject to notification requirements and seasonal permit conditions.

Permits county road commissions to grant exemptions from seasonal weight restrictions (March-May) for septage haulers on a case-by-case basis, with one-day response requirements for standard requests and one business day for emergency requests.
