Requires the Department of Education to notify the largest school district in Michigan if it has an unaccredited school for 3 consecutive years or fails federal pupil performance standards for 5 or more consecutive years.

Mandates the school district board to initiate a pilot project in at least one failing school implementing performance-based compensation for employees tied to job performance and accomplishments.

Requires the compensation method to include financial incentives for teachers based on improvement in pupil performance, teaching in shortage subject areas, and participation in voluntary professional development.

Includes improvement in average daily attendance of pupils and specified employees as a factor in the performance-based compensation system.

Defines "failed to achieve federal pupil performance standard" as failure to achieve adequate yearly progress under the No Child Left Behind Act of 2001 or successor federal standards identified by the Superintendent of Public Instruction.
