• Amends Michigan Vehicle Code Section 732a to establish driver responsibility fees for individuals accumulating 7 or more points on their driving record within a 2-year period: $100 base fee plus $50 for each additional point above 7.

• Establishes Fire Protection Fund with fee revenue: first $65 million annually to general fund, next $3.5 million to fire protection fund, and amounts exceeding $100 million credited to fire protection fund up to $105 million.
