Amends sections 732 and 907 of the Michigan Vehicle Code to modify court reporting requirements and civil infraction penalties effective July 1, 2010.

Requires municipal judges and court clerks to forward abstracts of vehicle code violations to the Secretary of State within 5 days of conviction, forfeiture, or civil infraction determination, with immediate reporting for certain dismissals and acquittals.

Prohibits courts from submitting abstracts for parking violations, nonmoving violations unrelated to license suspension, pedestrian/bicycle violations (with exceptions), and certain insurance/registration violations if proof is provided before the appearance date.

Increases civil fines for moving violations resulting in at-fault collisions by $25.00 starting October 31, 2010, with maximum fines of $100.00 and establishes specific fine amounts for violations such as texting while driving ($1,100-$2,750), safety equipment defects, and commercial motor vehicle offenses.

Ties the bill's effectiveness to the enactment of House Bills 4370 and 4394 of the 95th Legislature.
