Requires gasoline sold in Michigan to include at least 2% ethanol beginning December 31, 2009, with exemptions for 2-cycle engines, small aircraft, boats, and historic vehicles.

Establishes specific octane and motor octane number (MON) standards for different gasoline grades, ranging from subregular (85 AKI) to premium 94 (94 AKI).

Directs the director to establish standards for diesel fuel purity and quality, including biodiesel and biodiesel blends such as B20, with proposed standards to be available for public comment by June 1, 2009.

Requires firms offering hydrogen fuel for sale in Michigan to register with and obtain department approval, including submitting fuel specifications and sale locations.

Maintains prohibition on methyl tertiary butyl ether (MTBE) as a gasoline additive beginning June 1, 2003, and allows gasoline blends permitted by valid EPA waivers under the Clean Air Act.
