Creates a Commission on Pay Equity within the Department of Civil Rights responsible for developing definitions of comparable wages using criteria of composite skills, responsibility, effort, education or training, and working conditions.

Establishes commission membership of 10 members: the Director of the Department of Civil Rights (chairperson), the Director of the Michigan Economic Development Corporation, and 8 representatives appointed by the governor from organizations including the Michigan Women's Commission, Michigan Chamber of Commerce, Michigan State AFL-CIO, United Auto Workers, Small Business Association of Michigan, National Organization for Women-Michigan, Michigan Women's Studies Association, and Michigan Farm Bureau.

Requires the commission to hold meetings and hearings as necessary to develop definitions, models, and guidelines for employers and employees on pay equity.

Mandates the commission submit its findings and recommendations to the state legislature secretary, house clerk, governor, and public within 1 year of member appointment.

Requires all commission meetings to comply with the Open Meetings Act (1976 PA 267) and commission records to be subject to the Freedom of Information Act (1976 PA 442).
