Department of Natural Resources shall establish a network of trailways in Michigan designated for horseback riding.

Adults 18 years and older must possess a bridle tag to use designated horseback riding trailways, with annual tags at $25.00, 3-year tags at $60.00, and 1-day tags at $5.00.

Bridle tag revenue shall be deposited into a new Equine Trailways Fund, which can only be used for maintaining and improving horseback riding trailways and trailhead areas.

An Equine Trailways Commission shall be created with 9 members appointed jointly by the governor, senate majority leader, and speaker of the house, including representatives from tourism, equine businesses, and five regional equine industry representatives.

Commission shall advise the department on trailway management, fund expenditures, and promotion of Michigan's equine industry, meeting at least quarterly in compliance with open meetings requirements.
