Amends the Management and Budget Act to replace references to the "Department of History, Arts, and Libraries" with the "Department of State" in sections governing state records management and archival functions.

Transfers responsibility for reviewing records retention and disposal schedules from the Department of History, Arts, and Libraries to the Department of State, including authority to identify records with archival value and prevent their destruction.

Authorizes the Department of State to initiate legal action in circuit court to recover state records with archival value that have been improperly or unlawfully removed from state custody, with courts empowered to issue temporary restraining orders preventing record destruction or transfer.

Requires state agencies to permit the Department of State to inspect or inventory records in their custody and to submit proposed retention and disposal schedules for review by the Department of State, auditor general, and attorney general.

Bill effectiveness is contingent upon passage and enactment of Senate Bill 503 of the 95th Legislature.
