Charter townships in counties with populations between 1,000,000 and 2,000,000 that have not been served by a free public library for the previous 5 years may establish and maintain a free public library.

Township board must adopt an ordinance or resolution to establish a library and file a copy with the state within 10 days of adoption or passage.

Township board serves as the library board of directors with final authority over all library matters and must appoint a 7-member library advisory committee with staggered 3-year terms.

Township board must establish library operating rules and regulations, appoint a library director, hire qualified staff, establish a dedicated library fund, and pass necessary governing ordinances.

Libraries established under this section qualify as public libraries eligible for state aid under the State Aid to Public Libraries Act (1977 PA 89).
