Creates the Michigan Film Office within the Michigan Strategic Fund with broad authority to promote and facilitate film, digital media, and television production in the state.

Authorizes the Film Office to conduct location scouting, market Michigan as a filming destination, provide technical assistance to producers, coordinate with state and local agencies, maintain digital location libraries, and develop workforce training programs.

Allocates $2,000,000 from a $400,000,000 appropriation to the Michigan Film Office for baseline studies, marketing and promotion activities, and workforce development in the film industry.

Prohibits Film Office funds from promoting motion pictures depicting obscene matter as defined by 1984 PA 343, and restricts state officer imagery in tourism and business marketing materials targeted to Michigan media markets.

Requires fund board vendor selection through competitive request-for-proposal process with disclosure requirements for conflicts of interest, criminal convictions, tax investigations, and litigation history.
