Creates the Michigan lighthouse preservation grant fund as a separate fund in the state treasury to receive donations, investments, and earnings for lighthouse preservation purposes.

Transfers administration of the Michigan lighthouse preservation fund from the department of history, arts, and libraries to the state, allowing expenditure of up to 90% of funds for lighthouse preservation grants and up to 10% for administration costs.

Authorizes grants for preparation of restoration plans and for stabilization, rehabilitation, or other preservation work on Michigan lighthouses, but prohibits grants for operational purposes.

Requires all grant-funded plans and work to comply with the United States secretary of the interior's standards for rehabilitation and historic preservation certifications under 36 CFR 67.

Directs the secretary of state to transfer fundraising donations from Michigan lighthouse specialty license plates to the state treasurer for crediting to the lighthouse preservation grant fund.
