Amends the State Aid to Public Libraries Act (1977 PA 89) to replace references to the "department of history, arts, and libraries" with the "department of state"

Redefines key terms including "department," "local board," "local support," "public library," "cooperative board," and "cooperative library" for purposes of the act

Appropriates necessary funds from the state general fund beginning in fiscal year 1977 and continuing thereafter to fulfill requirements of the act, distributed to public and cooperative libraries

Specifies that appropriated money be used solely for assistance to public libraries or cooperative libraries, not for administrative expenses of the Library of Michigan or the department of state

Takes effect only if Senate Bill No. 503 of the 95th Legislature is enacted into law
