Amends the Local Historic Districts Act by redefining the "Department" to mean the department of state instead of the department of history, arts, and libraries.

Adds comprehensive definitions for terms used in historic district oversight, including alteration, certificate of appropriateness, demolition by neglect, historic resource, and work.

Defines "fire alarm system" and "smoke alarm" as types of systems designed to detect and annunciate the presence of fire or fire by-products.

Establishes definitions for key entities and processes including historic district commissions, study committees, standing committees, and notices to proceed for permit applications.

Takes effect only if Senate Bill No. 503 of the 95th Legislature is enacted into law.
