Specifies classroom instruction must not exceed 2 hours per day, occur over 3 or more weeks, and require 4+ hours of classroom instruction before behind-the-wheel instruction begins.

Limits behind-the-wheel instruction to 1 hour per day maximum, with only 1 student in the front seat and maximum 4 students total in the vehicle, with 4+ hours of observation time required.

Prohibits teen driver training providers from substituting behind-the-wheel experience with simulator device training or multiple vehicle driving facility experience without written approval from the Secretary of State.
