Allows public school academies to give enrollment priority to siblings of currently enrolled pupils and to pupils transferring from another public school academy pursuant to an inter-academy agreement.

Removes the previous provision that allowed sibling enrollment priority and replaces it with a new subsection (4) listing permissible enrollment priorities.

Requires random selection process for admission when applications exceed available spaces, subject to the enrollment priorities permitted under the new subsection (4).

Maintains existing prohibitions on charging tuition and discriminating based on intellectual ability, athletic ability, achievement, aptitude, disability status, or other illegal bases.

Preserves requirements that pupils already enrolled in the academy may continue enrollment in the appropriate grade, and that enrollment be open to eligible Michigan residents based on the authorizing body's geographic boundaries.
