SB-0571 Summary

• Amends Michigan Vehicle Code to authorize fund-raising registration plates for Detroit Red Wings, Detroit Tigers, Detroit Lions, and Detroit Pistons sports teams.

• Requires $15,000.00 startup fee for each new fund-raising plate, deposited in the transportation administration collection fund, with a $2,000.00 redesign fee available after 3 years.

• Establishes separate funds within state treasury for each team to receive donation money from plate sales, with quarterly disbursements to the respective team foundations (Red Wings Foundation, Tigers Foundation, Lions Charities, and Pistons-Palace Foundation).

• Requires each team foundation to submit annual expenditure summaries to the state treasurer beginning February 1, 2011, and mandates that plate designs be approved by the Secretary of State in consultation with the Department of State Police to ensure law enforcement visibility.

• Limits the Secretary of State to developing no more than 8 different state-sponsored fund-raising plates and matching collector plates at any one time.
