Allows the Secretary of State to waive the driving skills test for commercial motor vehicle license applicants who were regularly employed in a military occupational specialty requiring operation of commercial motor vehicles during the 2 years before application.

Requires applicants claiming military waiver eligibility to present military documentation certifying they operated a representative commercial motor vehicle for at least 2 years immediately preceding application.

Removes outdated provisions that previously allowed waiver of school bus driving skills tests until September 30, 2005, replacing them with federal compliance standards in 49 CFR 383.77.

Maintains requirement that applicants must pay applicable license fees ($25.00 for vehicle group designation, $5.00 per indorsement, and $18.00 corrected license fee) even when driving skills test is waived.

Applies only to military veterans meeting federal waiver criteria in 49 CFR 383.77 and does not affect other categories of exemptions for farmers, police officers, or firefighters.
