Amends Michigan Penal Code section 310b to modify regulations for redemption games that rely on player skill rather than chance.

Allows redemption games to operate without gaming license restrictions if outcome depends on player skill and prizes are noncash items, toys, novelties, or coupons.

Limits individual prize value to $3.75 wholesale value per single play, but allows accumulated coupons to reach up to $250.00 wholesale value.

Restricts redemption games to skill-based mechanical, electronic, or manual devices involving throwing, rolling, bowling, or shooting objects at targets.

Excludes games of chance (roulette, cards, dice, slot machines, video poker) and games with mechanical devices that impair player skill from redemption game classification.
