Department of Natural Resources must establish a statewide trail network plan within 1 year that accommodates various public recreation uses including Michigan trailways, pack and saddle trailways, and other recreational trails.

Pack and saddle animals are allowed on state forest lands unless restricted by statute or deed restriction, but are prohibited on state park system and state game area lands unless specifically authorized.

Department may only restrict pack and saddle animal access after holding a public meeting, providing written rationale, allowing at least 60 days notice before restrictions take effect, and posting information on its website.

Director may issue temporary 30-day emergency orders restricting pack and saddle access if there are user conflicts or imminent threats to public health, safety, or natural resources.

Department must review existing restrictions on pack and saddle animals at specified locations by set deadlines: Pigeon River Country State Forest by June 15, 2010; Lapeer State Game Area by January 1, 2011; and Lost Nation State Game Area by January 1, 2012.
