Amends the health and safety fund distribution process to allocate $16,000,000 annually to the convention facility development fund for fiscal years 2008-2009 through 2014-2015, instead of county loan repayments and court financing.

Reduces convention facility fund transfers to $15,000,000 annually beginning in fiscal year 2015-2016, with $1,000,000 restored to county loan repayments and court financing, if a qualified convention facility is transferred to a metropolitan authority.

Maintains existing distributions of one-fourth of fund collections for hospital medicaid indigent volume adjusters and distributes remaining funds to counties without prior emergency loans for public health programs, jail operations, and court costs.

Became effective July 2, 2009, contingent upon enactment of House Bill 4998 and Senate Bills 587 and 588 of the 95th Legislature.
