Existing sign structures located in counties with 175,000-211,000 population can apply for digital billboard permits between December 1, 2010 and March 1, 2011 if at least 900 feet from other signs.

Digital billboard permit applicants must enroll in department traffic, weather monitoring, or emergency alert programs and surrender interim or annual permits, except for qualifying existing structures.

Service club and religious organization signs limited to 8 square feet can receive new permits, though these permits cannot be surrendered for interim permits.
