School district and intermediate school district boards may contract with qualified providers for energy conservation improvements, funding through operating funds or bonds.

Energy saving performance contracts may include written financial guarantees that improvement costs are only paid if energy savings are sufficient to cover them.

Bids for energy saving performance contracts must provide detailed annual and total energy performance savings breakdowns, including guaranteed savings, net costs, projected savings, equipment lifespan, and simple payback period.

Qualified providers must certify that measurement and verification of cost savings will follow the January 2001 International Performance Measurement and Verification Protocol.

School boards must report to the state treasurer within 60 days after project completion with facility names, descriptions, pre-improvement energy consumption, project costs, and estimated annual savings, then report actual energy consumption annually for 5 years.
